- Since regional development cooperation programmes, some of which were mounted in the 1990s, have reached a degree of maturity, it is possible to draw lessons from their implementation. This second regional programming exercise for Latin America, which follows on from the first document for the period 2002-2006, will take a more strategic approach to regional cooperation programmes.
